Rotation

Opener: Seal of Command, Judgement of the Crusader first, then re-seal Command and auto-attack with a slow two-hander.

Priority: Keep Judgement of the Crusader on the target, Seal of Command up at all times, Judgement of Command whenever both are up; Consecration on packs; Hammer of Wrath under 20%.

Cooldowns: Avenging Wrath-style burst is not in Forever's tree yet; use Repentance for interrupts and Blessing of Might on the group.

Forever notes: The Oct 30 rebuild gave Retribution a real rotation and more damage; the Nov 2 notes raised class damage again. A 3.6+ speed weapon still rules because Seal of Command procs per hit.

Stats

Strength and attack power, Hit to 9%, Crit (Conviction and Vengeance), then Agility. A slow two-hander drives Seal of Command.

Seal of Command procs scale with weapon damage, so weapon speed and damage range beat any single stat.
